The Directorate for Roads of Vietnam has officially submitted a report to the Ministry of Transport regarding the transfer of driver testing and licensing responsibilities to the Traffic Police Department under the Ministry of Public Security.

Speaking to VietNamNet, Phan Thi Thu Hien, Deputy Director of the Directorate for Roads of Vietnam, stated that, per the request of the Traffic Police Department, 15 categories of legal and administrative documents related to driver examination and licensing are being handed over.

The transferred categories include:

The list of civil servants and officials at the Directorate for Roads of Vietnam and provincial Departments of Transport involved in driver testing and licensing management.

Software systems used in the management of driver licensing at the Directorate for Roads, provincial transport departments, and driver testing centers.

Sample templates for driver’s license blanks.

The list and essential details of driver testing centers and training grounds used for motorcycle testing.

The list and credentials of examiners, along with training materials and examiner certification records.

The total number of driver’s licenses currently managed by the Directorate for Roads and provincial transport departments.

The online public service platform for driver’s license renewal and issuance of international driver’s licenses.

The list of locations handling driver’s license applications and renewals in localities.

The national driver’s license database, including provincial-level records and updated data on older paper-based licenses.

The database of international driver’s licenses currently valid under the Directorate for Roads and provincial transport departments.

The list of printers currently in use by the Directorate for Roads and provincial transport departments.

Archival records of driver testing centers at the Directorate for Roads and provincial transport departments.

Archived records of driver testing and licensing at provincial transport departments.

Archived records of driver’s licenses issued by the Ministry of Public Security before 1995.

Hien added that, according to Official Letter No. 619/C08-P5 issued on February 12, 2025, by the Traffic Police Department, the transfer of documentation began on February 13, 2025. The exact timeline for the full transition of responsibilities will be determined by the relevant authorities.
