According to the Authority of IT Application, the assessment of the IT application level is implemented in ministries and ministry-level agencies; and government agencies and cities/provinces under the central management. The assessments are based on six major categories.

Of the three groups of agencies, ministries saw the highest point increase – 0.13 point from 0.69 in 2018 to 0.82 in 2019. Government agencies and cities/provinces increased by 0.05 and 0.07 point, respectively.

All the component indexes of ministries and ministry-level agencies increased compared with 2018. The general index in IT application of ministries and ministry-level agencies in 2019 did not change, with the Ministry of Finance (MOF) in the first position, followed by the Ministry of Industry and Trade (MOIT) and the Ministry of Information and Communication (MIC).

Among government agencies, Vietnam Social Insurance continued to be in the top position, while the Vietnam Academy of Science and Technology jumped to second place, followed by the Vietnam News Agency. The President Ho Chi Minh Mausoleum Management Board has risen from the bottom of the list to the sixth position.

As for central cities/provinces, Hue and Da Nang continued to be the leaders. Meanwhile, An Giang, Bac Kan and Bac Ninh have seen significant improvement in their rankings.

MIC Deputy Minister Phan Tam, while highly appreciating their efforts to apply IT in recent years, said he hopes ministries, branches and local authorities continue to make appropriate investments for this issue.

“This is very important because in the national development strategy, IT and digital technology application is defined as a strategic breakthrough for the next period in science and technology, innovation and digital transformation,” Tam said.

Implementing the task assigned by the Prime Minister under the national digital transformation program, MIC has designed a set of indicators for digital transformation at ministerial and provincial levels – DTI.

According to MIC, DTI comprises groups of indicators to assess the digital transformation levels at ministerial, provincial and national levels. Of these, the indexes at ministerial and provincial are used to assess the digital transformation progress of ministries and provinces.

The indicators at national level provide information about the digital transformation results of the whole country to report to the government, the Prime Minister and serve agencies, related organizations and international organizations when calculating EGDI (e-government development index), IDI (ICT development index), GCI 4.0 (Global Competitiveness Index), GII (global innovation index) and GCI (global competitiveness index).

MIC will begin using the set of indicators to assess digital transformation from 2021. It is drafting a document guiding ministries, branches and local authorities to report on dti.gov.vn.
