The Central Party Office has applied digital technology in leadership and management, which has enhanced operational efficiency, promoted administrative reform, and built a strong Party system pioneering digital transformation.
A remarkable effort in applying digital technology is the creation of software that tracks the progress of Party Congresses at various levels via the VNeID platform.
This is part of the effort to use technology in leadership activities, from organizing congresses to managing and directing the Party’s activities at all levels.
Real-time updates on Party operations
Dao Van Thanh, Deputy Director of the Information Technology and Cryptography Center at the Party Central Office, said that developing and applying software to track Party Congress progress not only means applying technology, but also demonstrates the political determination to have innovative Party leadership and management methods.
The software is designed to have three main functions: registering congress schedules for Party units, summarizing and reporting on the organization of congresses from grassroots to central levels, and providing templates for reports as required.
This enables Party members to compile reports on congress organization in real time, allowing Party leaders at all levels to closely monitor congress organization with most updated data.
This approach not only enables Party leaders to access accurate information but also fosters a comprehensive change in work methodology, thereby improving the efficiency and transparency of Party Congress organization process.
Thanh said the software is fully integrated with templates and documents serving the organization of Party Congresses. It also offers an intuitive and user-friendly interface for leaders at all levels.
From grassroots to central level, the software helps monitor the situation and completion of Congress preparations through real-time updates.
For example, for district and provincial levels, the software can display reporting results in easily discernible colors, helping users quickly grasp the operation at various levels.
Notably, the software uses Level-2 VNeID account for login. Each user needs only one account to access the system, and the account is authenticated through the electronic identification and authentication system, thus ensuring a secure workflow.
Digital transformation maintains Party's leadership role
The Politburo’s Resolution No57 dated December 22, 2024, emphasizes that "developing science, technology, innovation, and national digital transformation are crucial conditions, presenting the best opportunity for Vietnam to thrive and grow strong in the new era, the era of the nation’s rise."
At the sixth National Forum on the Development of Vietnam's Digital Technology Enterprises, held on January 15 in Hanoi, Party Secretary General To Lam and Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development, requested ministries, branches and localities to accelerate the development of the digital technology ecosystem, closely linking enterprises, universities, research institutes, and sponsor organizations, striving for gradual establishment and development of a digital government, digital economy and digital society.
The software monitoring the progress of Party Congresses is a clear example of the view that digital transformation needs to be one step ahead to lead administrative reform and effectively improve leadership and management.
Thanh stated that a nationwide training course about software use was organized on December 27, 2024 and officially put into operation on January 15, 2025.
The application of this software clearly demonstrates the Party's determination to build a strong Party system, in which technology is not only a supporting tool but also a factor that constitutes comprehensive innovation in leadership.
"This software marks a technological advancement while reflecting the political commitment to innovate the Party’s leadership and management," he said. "Digital transformation is an essential requirement for the Party to continuously innovate and maintain its leadership role in the new era."
Digital transformation is a very hot keyword in Vietnam in recent years. Party Chief To Lam on December 22, 2024 released the Politburo’s Resolution 57 on making breakthroughs in sci-tech, innovation and digital transformation development. Lam himself now acts as Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development.
Developing science, technology, innovation and national digital transformation are the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.
The Vinh
