
On February 27, VINASA (Vietnam Software and IT Services) officially announced the new initiative, a new feature of the Top 10 Vietnam Digital Technology Enterprises Program, which VINASA has organized since 2014.
The program aims to identify and honor outstanding digital technology enterprises, and provide deeper, broader, and more accurate information about Vietnamese technology enterprises, categorized by industry and enterprise groups.
Starting in 2025, the Top 10 Vietnam Digital Technology Enterprises program will proceed in tandem with the annual development of the “Vietnam Digital Technology Enterprise Map.” This initiative is expected to serve as a credible platform for validation and verification, enabling enterprises to better grasp emerging opportunities.
The evolving landscape of digital technology in Vietnam and globally, coupled with the needs of enterprises, prompted VINASA to undertake a significant overhaul of the Top 10 Vietnam Digital Technology Enterprises program.
Nguyen Thi Thu Giang, Vice President and Secretary General of VINASA, said Vietnam is entering the phase of robust digital technology development, in which innovation serves as the key to differentiation.
The development of the Vietnam Digital Technology Enterprise Map will not only assist enterprises in assessing their capabilities but also establish a foundation for expanding collaboration, attracting investment, and accessing new markets.
This initiative also presents an opportunity for the Vietnamese digital technology enterprise community to leave its mark on the global technology map.
“The Top 10 program and the Vietnam Digital Technology Enterprise Map 2025 represent a significant milestone in promoting the development of digital technology. We believe that through a comprehensive evaluation methodology and support from the program’s innovative policies, Vietnamese digital technology enterprises will gain additional opportunities to break through and assert their standing in both domestic and international markets,” Giang said.
Party Chief To Lam emphasized that digital technology enterprises should focus on developing breakthrough products and services that create genuine value, serving the interests of the people and the economy while meeting the demands of both domestic and international markets.
During a press conference on February 27, Lam Quang Nam, Vice President of VINASA, provided further insights into the methodology for implementing the Vietnam Digital Technology Enterprise Map or VINASA Tech Map.

The VINASA Tech Map includes three main activities: positioning enterprises in the technology ecosystem and enhancing their competitiveness; connecting them with investment networks and innovation support funds; and participating in trade promotion activities to expand international markets.
To position Vietnamese digital technology enterprises, starting this year, VINASA will adopt an evaluation model based on two primary axes: “Vision” and “Execution Capability.”
Regarding vision, the VINASA Tech Map reflects enterprises’ development orientation and future innovation potential, encompassing long-term development strategies, innovation capabilities, market expansion potential, and impact on the digital technology industry.
Regarding execution capability, the application of products and services will be assessed, with business growth metrics such as revenue, market share, and customer numbers; product and service quality; deployment capacity; and customer satisfaction levels.
Based on the two axes of “Vision” and “Execution Capability,” enterprises will be classified into four groups:
Competent: Enterprises with strong execution capabilities, focusing on practical effectiveness;
Leading: Enterprises that lead the market, excelling in both vision and execution;
Specialized: Enterprises with strengths in specific fields, pursuing in-depth development;
Pioneering: Enterprises focused on innovation and new technologies, with execution capabilities still in development.
“With these criteria, the map will provide comprehensive data on Vietnam’s digital technology enterprise ecosystem, categorized by sector, scale, innovation capacity, and development potential,” Nam stated.
An Ngoc Thao of VINASA explained that the team developing the map aims for the new evaluation system to assist enterprises in determining their standing within specific fields and on Vietnam’s digital technology map. This will enable them to formulate and execute strategic plans to strengthen their capabilities, enhance competitiveness, and pursue sustainable development.
“With this map, regulatory agencies will gain additional scientific data to formulate supportive policies. Investors and international partners will have a basis to quickly and accurately engage with promising Vietnamese enterprises. In the future, the map will be refined to fully and comprehensively reflect enterprises across various segments, not just those participating in the Top 10 program,” Thao said.
