VietNamNet Bridge – Results of the votes of confidence for 47 officials holding positions elected or approved by the legislature were announced on Tuesday at the National Assembly morning meeting.

Do Van Chien, chief of the voting committee, announces the result of the votes of confidence for 47 senior State officials.

The confidence votes, with three degrees: high confidence, confidence and low confidence were carried out yesterday afternoon. Among the positions subject to the vote were President, Vice President, Prime Minister, NA Chairman and NA Vice chairpersons.

National Assembly Deputy Chairwoman Nguyen Thi Kim Ngan gained the most high confidence votes with 372 ballots.

Governor of the State Bank of Viet Nam Nguyen Van Binh had the highest number of low confidence votes with 209 ballots.

The Assembly passed a resolution on the results of the vote with over 94 per cent of 477 deputies agreeing to the draft version.

Speaking at the session, Assembly Chairman Nguyen Sinh Hung said deputies had completed an important mission for the country and the people.

"The vote of confidence has reflected exactly the current situation of the country, covering all aspects from society, foreign policy to national defence, security and justice," he said.

He said the evaluation and consideration by the deputies had been objective. High confidence votes were an encouragement for work performances. Low confidence rates required officials to take more effort.

Following the announcement of the results, the National Assembly deputies discussed the draft law on receiving feedback from citizens.

Deputy Ma Thi Thuy from Tuyen Quang Province urged for more time to be dedicated to solving the complaints of individuals.

"The draft law just focuses on the process by which officials receive complaints from citizens. There needs to be an emphasis on how the problems get solved, as this is the main priority," she said.

"If officials deal with the complaints, citizens are saved from the burden of long and complicated administrative procedures," she added.

Legislator Ho Thi Thuy from Vinh Phuc Province commented that many officials were unnecessarily bureaucratic, irresponsible and ignorant when interacting with members of the public.

She urged for detailed regulations to be introduced on the responsibilities held by these officials.

NA plans 2014 focus

Also the afternoon, NA deputies continued to discuss the implementation of the NA supervision programme in 2014.

The main agenda of the programme next year will be the country overall economic restructuring plan for public investment, State enterprises, the banking system and law as well as poverty reduction.

Discussing the NA supervision programme in 2014, deputies agreed that the NA Economic Committee would focus on overall economic restructuring while the NA Social Affairs Committee would supervise the remaining areas.

Deputy Le Trong Sang from HCM City agreed with many others that adding the implementation of the country overall economic restructuring into the NAs supervision programme for next year would be appropriate for the country current socio-economic context.

Sang said that he would be interested in measures and proposals concerning dredging capital flow, handling stagnant goods, bad debt and supporting enterprises.

Some deputies suggested that the supervision programme include the implementation of laws and policies relating to investment in, building and operation of hydroelectricity projects and climate change adaptation and handling stagnant goods.

A resolution on the National Assembly Supervision Programme in 2014 is expected to be adopted by the end of the 13th NA session.
