By 2030, Da Nang is set to rank among the top five cities in Vietnam and position itself as a leading innovation hub in Southeast Asia, strengthening its capabilities in science, technology, and digital transformation.

This ambitious vision was outlined at the Conference on Studying, Implementing, and Deploying Resolution No. 57-NQ/TW (December 22, 2024) of the Politburo and Decision No. 204-QD/TW (November 29, 2024) of the Party Central Committee Secretariat, held by the Da Nang City Party Committee on February 7.

The conference was conducted both in-person and online across 12 locations throughout the city.

A strategic roadmap for digital transformation and smart city development

At the event, the Da Nang Party Committee announced the establishment of a Steering Committee for the implementation of Resolution 57-NQ/TW.

The committee consists of 30 members, chaired by Nguyen Van Quang, Member of the Party Central Committee and Secretary of the Da Nang Party Committee.

The Steering Committee is tasked with executing key initiatives, including the Smart City Development Plan, the implementation of Decision 204-QD/TW on digital transformation in Party agencies, and Decision No. 6 of the Prime Minister on national digital identity and authentication systems for the 2022-2025 period, with a vision toward 2030.

As part of its development strategy, Da Nang aims to become a regional leader in digital transformation, e-government, cybersecurity, semiconductor chip design, and artificial intelligence applications.

The city also plans to rank among Vietnam’s top three provinces and cities in digital transformation indexes and innovation metrics (PII – Provincial Innovation Index).

Solid foundations for a tech-driven future

Da Nang has already established a strong foundation for its innovation-driven future. The city has invested heavily in smart urban infrastructure, a network of universities, research institutes, laboratories, and high-quality human resources. It has also pioneered progressive policies and fostered a dynamic ecosystem for innovation and technology enterprises.

In 2024, Da Nang prioritized digital transformation alongside its smart city development plan, successfully implementing pilot models under Project 06 on digital governance.

According to evaluations by the Ministry of Information and Communications, Da Nang leads the nation in e-government and digital public services, with 95% of online public services fully digitalized, compared to the national average of 55%.

Additionally, 65% of administrative transactions are processed entirely online, far exceeding the national average of 17%.

The Da Nang Software Park IT Cluster, approved for expansion by the Prime Minister, has played a pivotal role in the city’s economic transformation.

The Da Nang government has also proposed special investment, financial, and budgetary mechanisms to the Vietnamese government to accelerate the city’s development.

Accelerating AI and semiconductor industry growth

Da Nang has actively pursued growth in semiconductors and artificial intelligence (AI), engaging with over 70 organizations and multinational corporations.

The city has supported the establishment of four new semiconductor companies, participated in over 20 industry events, and signed memorandums of understanding with 15 strategic partners and universities to boost its semiconductor and AI workforce.

Recognizing the transformative power of science, technology, and innovation, Nguyen Van Quang, Secretary of the Da Nang Party Committee, emphasized the city's achievements in digital transformation and AI research as crucial stepping stones for its future breakthroughs.

To solidify Da Nang’s position as Vietnam’s top innovation hub, the Party Committee has drafted an ambitious action plan to implement Resolution 57.

This draft not only meets but exceeds the targets set in the resolution, reflecting the city's strong commitment to strengthening its role as a regional leader in technology and sustainable development.
