Da Nang is taking bold steps toward becoming a top innovation and digital transformation center in Vietnam and ASEAN.

The city has launched an action plan to implement Resolution 57, prioritizing science, technology, and digital transformation as the primary forces behind economic and social progress.

Building a high-tech-driven economy

The action plan emphasizes comprehensive leadership from city authorities, mobilizing efforts from businesses, research institutions, and citizens to accelerate the adoption of digital governance and smart technologies.

Da Nang aims to fully integrate digital solutions across government agencies, businesses, and public services, ensuring that 85% of citizens and enterprises use online public services by 2030. The city also plans to develop a smart urban ecosystem, connected to the ASEAN digital network.

Ambitious targets for 2045

By 2045, Da Nang aspires to be one of Vietnam’s and ASEAN’s leading digital industry and innovation hubs, with the digital economy contributing at least 60% of GRDP.

The city plans to attract global technology giants to establish research and development (R&D) centers and will support at least two domestic digital enterprises to reach international standards.

The city has also set ambitious financial commitments, allocating at least 3% of the annual budget for science, technology, and digital transformation, with private sector contributions making up 60% of R&D spending.

Outpacing national targets

Da Nang’s roadmap surpasses national Resolution 57 targets in key areas. By 2030, the city aims for a digital economy making up 35-40% of GRDP (compared to the national goal of 30%). Additionally, cashless transactions are set to reach 90%, exceeding the national target of 80%.

High-tech exports are expected to account for at least 50% of total exports, reinforcing Da Nang’s role as a hub for semiconductor design, AI applications, and innovation-driven enterprises.

Leading Vietnam’s digital transformation revolution

To turn this vision into reality, Da Nang has outlined six strategic action groups with 50 specific initiatives, including fostering AI and semiconductor industries, expanding smart infrastructure, and making digital transformation a core performance metric for government agencies.

City leaders emphasize that digital innovation must become a cultural and economic cornerstone. The performance of local governments will be measured by their ability to integrate digital transformation into daily operations.

With its bold targets and strong leadership, Da Nang is well on its way to establishing itself as Vietnam’s top smart city and a digital transformation leader in ASEAN.
