VietNamNet Bridge – The government has submitted to the Politburo a report on the experimental implementation of the urban administration model in Da Nang and HCM City for consideration and approval. However, Party General Secretary Nguyen Phu Trong said that this model does not fit the newly-revised Constitution.
On March 18, General Secretary Nguyen Phu Trong met with officials of Da Nang City. At the meeting, Da Nang’s Party Secretary Tran Tho asked the Politburo’s permission to submit its report on the urban administration model, which was approved by the government.
According to Tho, this model sets a specific mechanism and government structure for Da Nang. At present, all provinces and cities have the People's Council and People's Committee at all levels. However, under this model, Da Nang will have both the People’s Committee and the People’s Council at the municipal level and only the People’s Committee for district and ward levels.
In addition, the suburban Hoa Vang district will be divided into two urban districts and their communes will become wards.
Deputy Minister of Home Affairs Tran Anh Tuan said Prime Minister Nguyen Tan Dung signed the reports on the urban government model of Da Nang and HCM City and submitted them to the Politburo for consideration.
"Fundamentally, we agree with this model. We expect that the Politburo would approve the implementation of the urban government in these two cities," Tuan said.
Party General Secretary Nguyen Phu Trong said the government and the National Assembly reviewed the urban administration model. The Politburo also read the reports but according to the procedures, the reports must be submitted to the Party Central Committee because this issue is related to the recently revised Constitution.
Mr. Trong said only when the National Assembly modifies the law then this model will be implemented, otherwise it will violate the Constitution. “Both Ho Chi Minh City and Da Nang have to wait for the process to work correctly under the Party regulations and the laws," said Mr. Trong.
The proposed models of urban administration in Vietnam:
For centrally-run cities, provincial capitals and towns, urban administration would consist of elective bodies (People’s Council) and administrative agencies (Administrative Committee). An Administrative Committee Chairman (or Mayor) would head the administrative agencies and would be elected by the People’s Council. The Chairman of Administrative Committee would have the right to appoint the Committee’s Vice Chairman.
For districts and wards, only administrative agencies would be established. Heads of these agencies would be directly appointed by the Chairman of Administrative Committee under centrally-run cities.
So far, eight provinces and cities in Vietnam have made research on the urban administration model, including: Nghe An, Hanoi, HCM City, Hai Phong, Da Nang, Can Tho, Ba Ria - Vung Tau and Nam Dinh.
