VietNamNet Bridge – The draft of the revised 1992 Constitution and seven important bills are expected to be reviewed and adopted at the 13th National Assembly's sixth session that begins today, Oct 21, in Ha Noi.

The session shall have 22 days of live broadcasting on channel VTV1 of Viet Nam Television and VOV1 of the Voice of Viet Nam Radio on important issues relating to the revised 1992 Constitution, the revised land law, the country's socio-economic development plans, health insurance and the implementation of the NA's question and answer resolutions.— File Photo

The year-end session of the National Assembly opened in Hanoi on October 21 to examine what Vietnam has done during the past three years and set orientations for the last two years of the 2011-2015 development plan.

In his opening speech, NA Chairman Nguyen Sinh Hung noted this 6th legislative session is of paramount importance as it reviews the country’s socio-economic development, national defence, security, law-making, the fight against corruption, crime and other social evils during the past three years.

Notably, the NA is expected to approve the amended 1992 Constitution and the revised Land Law following public polls and legislative debates, Hung said.

After the previous 5th session, the drafting Constitution Committee held several meetings studying and fine-tuning amendments based on opinions from the National Assembly, ministries, agencies, experts, scientists and people from all social strata.

This NA session will spend much time debating the draft version of the Constitution before voting for it, in order to live up to people’s expectations, Hung said.

He took this opportunity to thank Vietnamese people living inside and outside the country for giving opinions on the amended Constitution.  

Meanwhile, the revised Land Law captures great public attention as it regulates and has a direct impact on every aspect of life, spanning economic development, political stability, security and social order, as well as people’s life.

Hung said lawmakers need to heighten their sense of responsibility to weigh the pros and cons of issues arising from the implementation of the Land Law over the years to ensure a comprehensive land law will be passed to meet the country’s socio-economic development requirements.

The NA will examine a government report on implementation of socio-economic development and budget tasks for 2013 and decide on tasks for 2014.

It will look at implementation of the national master plan on economic restructuring, national target programmes for 2011-15, and an additional issuance of government bonds for key projects.

Lawmakers will question Cabinet members about issues of voter concern and approve the Government’s personnel plan.

Prime Minister Nguyen Tan Dung has nominated Foreign Minister Pham Binh Minh and Head of the Government’s Office Minister Vu Duc Dam for the two new Deputy Prime Minister posts.

In the morning, PM Nguyen Tan Dung delivered a Government report on the country’s socio-economic development in 2015, three years of implementing the 2011-15 development plan, and major tasks for 2014-15.
