According to Circular 177/2019/TT-BQP, the criteria for appointing officers and scouts include: Being an officer on duty of the Vietnam Coast Guard, with a determined spirit to protect the law; with good ethical qualities, integrity, honesty, strong political bravery; being able to independently resolve incidents, upholding the principles and regulations of the Coast Guard.

The Ministry of Defense has just issued Circular 177/2019/TT-BQP regulating the standards, conditions, order and procedures for appointment, dismissal, and the certification forms of officers and scouts of the Vietnam Coast Guard.

Other criteria are: Having a bachelor degree of the Public Security College, the Academy of Military Science, or the University of Law; working in law-related fields within a prescribed time; Being healthy to complete the assigned tasks. In special cases, those who hold university degrees in other majors and satisfy the above-mentioned standards can be still appointed as officers and scouts of the Vietnam Coast Guard.

Conditions for being appointed as a primary officer are: Those who fully meets the criteria specified above and the following conditions - Having worked in the law-related fields for at least two years; having the capacity to handle administrative violations in accordance with the Vietnamese law on handling of administrative violations; collecting, analyzing, evaluating, forecasting, advising and handling situations related to the security, safety, sovereignty of the sea and islands, crime, law violation; conducting a number of investigative activities in accordance with the criminal procedure law for less serious and serious crimes in accordance with the criminal law.

Conditions for appointing an intermediate officer: Have been a primary officer for at least 5 years; having the capacity to handle administrative violations in accordance with the law on handling of administrative violations; collecting, analyzing, evaluating, forecasting, advising and handling cases related to security, safety, sovereignty of islands, crime situation, law violation at the campaign level; conducting a number of investigative activities in accordance with the criminal procedure law for very serious and particularly serious crimes in accordance with the criminal law; having the capacity to provide professional guidance to elementary officers.

Conditions for appointing primary scouts: People who fully satisfy the above-prescribed standards and the following conditions can be appointed as primary scouts: Having worked in the law-related fields for at least 2 year; Having the capacity to perform the tasks of collecting, analyzing, evaluating, forecasting, advising the settlement of cases related to security, safety, sovereignty of the sea and islands, criminal situations, law violations; preventing, detecting, fighting, and preventing crime in accordance with the criminal law and criminal procedure.

The term of an officer and scout is 5 years from the date of appointment.
