The National Assembly Standing Committee has agreed to collect people’s comment on the draft amended Land Law for two months, from February to April 2013. The consultation will be held with the appropriate forms, to facilitate people to contribute their opinions. The comments will be gathered, summarized and considered seriously.
Earlier, National Assembly Chairman Nguyen Sinh Hung said that the bill must be specific and detailed. Through discussions at the last session of the Congress, he said that the bill did not meet the practical requirements. Many issues related to compensation and acquisition, valuation, auction, or denunciation, complaint, corruption related to land have not been solved.
"The point of view is not to re-divide the land. So what will we do with those who have no land or do not use land anymore and those who were just born?" Hung questioned.
For such an "extremely difficult bill," as the words of the Chairman of the National Assembly’s Committee of Science and Technology, Mr. Phan Xuan Dung, the National Assembly Chairman said that the Land Law should be upgraded into a code and "only the provisions on compensation is enough to make a law."
"If the bill is well prepared, it will be ratified in May-June 2013, otherwise it will be passed at the session in October 2013," Chairman Nguyen Sinh Hung said.
Chairman of the National Council Ksor Phuoc said that "the obstruction, the most difficult issue" of the Land Law is defining the ownership and the land use rights. This is the thing that hinders social development. He also highlighted the role of the state in land valuation because land is a special commodity.
"Compensation must be paid for access to land and values, investments of the land users creating on that land," Mr. Ksor Phuoc said.
According to Minister of Natural Resources and Environment Nguyen Minh Quang, if the Land Law is upgraded into a code, the compilation committee will need more time. With the amended law, it is expected to have five decrees guiding the implementation, focusing on specific issues.
