The People's Committee of Quang Nam Province has proposed an estimated investment of VND 11 trillion (approximately $432 million) to upgrade Chu Lai Airport, aiming to increase its capacity to 10 million passengers per year.

In a recent request to the Prime Minister, the provincial government sought approval to oversee the investment process for the project under the Public-Private Partnership (PPP) model.

According to Quang Nam authorities, the central government has already approved the development of Chu Lai Airport through the PPP framework, granting the province the authority to attract investors and manage operations.

Currently, the province is working with the Ministry of Construction and other relevant agencies to accelerate the planning, evaluation, and approval of the Chu Lai Airport development plan, which extends until 2030, with a long-term vision for 2050.

Additionally, the local government is collaborating with the Ministry of National Defense, the Ministry of Agriculture and Environment, and the Ministry of Finance to survey and delineate land boundaries. This step will facilitate the transfer of land for economic and social development initiatives.

Acceleration of feasibility studies

In parallel with planning efforts, Quang Nam authorities are expediting the feasibility study process. Once the airport’s construction plan is officially approved, they aim to submit the feasibility report for immediate assessment and approval.

Given the complexity of Chu Lai Airport’s management - currently under multiple authorities—the Quang Nam government has requested the Prime Minister to designate the provincial People’s Committee as the lead agency responsible for preparing and submitting the feasibility study for investment approval.

Previously, in late November 2022, Quang Nam authorities submitted a proposal for the socialization of investment and operation at Chu Lai Airport. The plan includes constructing a new runway and a passenger terminal capable of handling 10 million passengers annually.

The total investment required for this modernization initiative is estimated at VND 11 trillion ($432 million), reflecting Quang Nam’s ambition to transform Chu Lai Airport into a key aviation hub in central Vietnam.
