The National Assembly’s National Defense and Security Committee has advocated for the inclusion of a pivotal provision in the ongoing deliberations on the Draft Law on Road Traffic Safety. This proposal mandates the installation of specialized devices in vehicles responsible for transporting students and preschool children, aimed at preventing instances of child abandonment within such vehicles.

During the National Assembly Standing Committee's meeting convened on June 11, Chairman Le Tan Toi of the National Assembly’s National Defense and Security Committee underscored the urgency of this measure, particularly in light of recent tragedies, such as the unfortunate incident in Thai Binh where a child lost their life due to being inadvertently left on a school bus.

The proposed regulation mandates the incorporation of devices capable of recording images of students and preschoolers, alongside warning systems designed to avert incidents of child abandonment. Chairman Le Tan Toi emphasized the necessity of such measures to safeguard the well-being of young passengers.

In response to the proposal, National Assembly Vice Chairman Nguyen Khac Dinh stressed the importance of robust enforcement mechanisms and public awareness campaigns to mitigate the risks associated with forgetting children on school buses. He further advocated for stringent assessments of school bus fleets, suggesting the implementation of accreditation systems to ensure compliance with safety standards.

National Assembly Secretary General Bui Van Cuong echoed these sentiments, highlighting the need for clear and enforceable regulations pertaining to student transportation. He proposed delineating the responsibilities of both educational institutions and transportation companies, advocating for a comprehensive approach to address safety concerns.

Chairman of the National Assembly's Law Committee, Hoang Thanh Tung, voiced his support for the proposed measures, citing their alignment with international best practices. Drawing upon global examples, he emphasized the importance of implementing practical solutions, such as requiring drivers to physically inspect vehicles before disembarkation, as a means of preventing accidents.
