The Party Committee of Hanoi City People’s Committee has reported to the Standing Committee of the Municipal Party Committee on the progress of planning, investment, and renovation of several public squares and spaces in Hoan Kiem District.

The report shows that 47 land users will be affected by the HoanKiem Lake renovation project, including 35 households and 12 organizations and agencies.

The 12 organizations, agencies, and units slated for relocation include: the Department of Culture and Sports, Hanoi Power Corporation, the Institute of Literature (under the Vietnam Academy of Social Sciences), Hanoi Population Office, Hanoi Association for the Blind, State Treasury Transaction Office, Electricity Hotel, Northern Power Corporation, National Power Transmission Corporation (Transmission Company No 1), the City Citizen Reception Office, and two cooperatives currently used as specialized houses.

The arrangements will be as follows:

Department of Culture and Sports: The Department of Construction, together with the Department of Finance, will research and make proposals on turning No 38 Hai Ba Trung into a building for two agencies – the Department of Culture and Sports and Department of Tourism. During the construction and renovation process at No 38 Hai Ba Trung, temporary relocation will be arranged at the Vo Chi Cong joint agency complex or an area near the City People’s Committee headquarters.

The Institute of Literature (Vietnam Academy of Social Sciences), Hanoi Association for the Blind, Hanoi Population Office: The Department of Construction, in coordination with the Department of Finance, will review the city’s public property (public properties with courtyards or old villas) to allocate suitable spaces for these units.

City Citizen Reception Office: The Departments of Construction and Finance have been assigned to study a location at No 102 Hai Ba Trung Street (current headquarters of the Project Management Board and Agricultural and Drainage Technical Infrastructure) for the Citizen Reception Office’s new workspace.

Hoan Kiem Power Company: Agreement has been reached on the Hoan Kiem District People’s Committee’s proposal to relocate it to No 13 Duong Thanh Street, which is now the headquarters of the Hoan Kiem Housing Management and Development Enterprise.

State Treasury Transaction Office: The State Treasury has been requested to return this property to the city due to lack of use. The Department of Finance needs to give advice to the City People’s Committee on receiving the property and transferring it to Hoan Kiem District People’s Committee for site clearance.

National Power Transmission Corporation, Northern Power Corporation, Hanoi Power Corporation, Electricity Hotel, and National Electricity System and Market Operation Company: The Department of Planning and Architecture will research and propose new headquarters locations for these units in the new Cau Giay urban area, where other corporate headquarters are situated.

For the relocation of operational headquarters and centers (Dispatch Center, Data Center, Customer Care Center) requiring continuous 24/7 activity under the power corporations, these entities must review, propose, and outline relocation plans and measures to ensure stable, uninterrupted operations. They will coordinate with Hoan Kiem District and city departments to assess compensation, support, resettlement, and temporary housing policies, reporting to the City People’s Committee and task force by March 2025.

The City People’s Committee has directed the Departments of Construction and Finance, along with the City People’s Committee Office, to immediately work with the Hanoi Youth Union on managing and using the Children’s Palace (No 36-38 Ly Thai To Street) to propose temporary use by relocating units awaiting permanent sites and to devise a long-term plan for its utilization within the broader area.

100 hectares of resettlement land in Dong Anh

Of the 35 households affected by the project, 23 have land use and home ownership certificates, two have rental contracts with Hanoi Housing Management and Development One-Member Co Ltd, and two are listed in management records but lack rental contracts. Hoan Kiem District is continuing to review and collect documents to update and supplement information.

For their resettlement, the City People’s Committee has tasked Dong Anh District with allocating about 100 hectares of land to support resettlement for the Hoan Kiem Lake eastern area renovation project and other key city projects (Tu Lien Bridge, Tran Hung Dao Bridge, etc.).

The Department of Planning and Architecture will lead coordination with Dong Anh District to promptly develop detailed plans, prioritizing use of cleared land (site clearance process has finished) to create a resettlement land bank for investment projects, including the Hoan Kiem eastern area renovation, Tu Lien Bridge, and Tran Hung Dao Bridge.

The city will offer the highest possible compensation and support policies as stipulated in legal documents, providing resettlement in land in Dong Anh district for eligible households.
